Every action must be tied to a specific financial impact, and that impact must be validated by an independent party. This prevents the bias of self-reporting. They treat execution as a series of gated decisions where a programme can be advanced, held, or cancelled, rather than a continuous, unmanaged flow of tasks.<\/p>\n
